Capital of the Tamerea Empire, set on the shores and surface of Lake Tamerea. Population 150,000, primarily human (80% human, 10% gnome, 5% dwarf, 5% other). Tamerea is not a single walled city but a collection of distinct centers ringing the lake. In the northwest, The Rush sits at the rivermouth that feeds the lake, servicing the lumber, rock, and goods shipped down the river along the mountain trade routes. In the east, Brightport connects the city to the fertile eastern farmlands that provide most of its food and livestock. In the south, Black Channel carries the lake's runoff down to the sea; the river runs fastest here and carries most of the dirt and grime, and the city's poorest sections are found there. At the center of the lake, artificial islands hold the administrative centers and the islands of wealth. Access to the lake is controlled chiefly at the mouth of each river, though the city also maintains and guards the shore.

GovernanceGoverned by a council of lords, each with a residence at or near Lake Tamerea and a seat at the assembly. The assembly meets four times a year and by emergency request. Each year it elects a speaker who settles disputes between lords and judges cases brought before the high law of the lands. Laws are decided by the council, written down, and stored in the Hall of Records: a two-thirds majority passes a new law, but a simple majority revokes an existing one. The Council Garrisons are the army of the Tamerea Empire, with troops recruited, trained, and housed at garrisons around the lake and throughout the empire. In wartime the council appoints a general; in peacetime it maintains several autonomous commanders to oversee the instruction of recruits. Routine regional law enforcement falls to local nobles, while disputed or shared territory is overseen by senior members of the garrison.
