Advisory rather than revenue-generating, and so without a vote on spending. Headed by the Chief Constable, with a federal force for major crimes, Deputy Constables in each county, and a Constable Captain in every municipality regardless of size — several hundred officers in Riverguard, several dozen in West Bridge, about eight in Zalnic. Separate Constable Investigator departments at federal, county and city level handle prolonged inquiries; the smallest municipalities have none.
