A loose confederacy of Greyrock's religious sects, existing only so members can speak on political matters with one voice — and so each can disclaim that voice when convenient. Representatives meet weekly over an informal tea, the location rotating among members. The membership is split on the benefits of nationhood but generally agrees it should proceed.
