Deeply pragmatic, and willing to order morally compromising acts to protect the empire — his private methods were compromised where his public reputation was not. He ordered the spying on Arla, discovered by Drift, and through Seamus he orchestrated the Honor Day attacks that killed Caivil Strong's daughters, which Caivil had learned before the wedding. Madame Flicket framed Caivil for the assassination.

About this record: art and source provenance, discrepancies

RECORD INCONSISTENCY: this record previously said the true assassin 'remains unconfirmed', with Flicket and Seamus as prime suspects, while 109-madame-flicket carries the reveal as canon — Flicket is the assassin, and she and Seamus were secretly Tray's own agents all along. The Flicket record is the later and more developed reading; reconcile the two when propagating the reveal into the ch-12 chapter source.
